Rukiga District’s Power Struggle Intensifies; Deputy’s Appointment Revoked

Rukiga, Uganda – Mbabazi Robert Kakwerere, Chairperson of Rukiga District, has revoked Hon. Niwandinda Samuel’s appointment as Vice Chairperson and District Executive member, citing insubordination and breaking the oath of allegiance.
The revocation letter, dated February 5, 2025, was copied to stakeholders, including the Minister of Local Government and the RDC Rukiga office.
According to the letter, the Vice Chairperson’s duties will be delegated to another executive member until a new Vice Chairperson is appointed and approved by the District Council.

Hon. Niwandinda Samuel responded, accusing Chairperson Kakwerere of making impulsive decisions and allowing personal interests to influence his actions.
Niwandinda claims the revocation process was flawed and an extraordinary meeting should have been called.
Rt. Hon. Oscar Akampurira, Rukiga District Speaker, confirmed receiving the revocation letter and assured it would be discussed by the Council.
Akampurira noted the Chairperson’s powers to appoint and remove executive members, provided valued concerns support the decision.
This development follows Niwandinda’s announcement to run for the Chairmanship seat in the 2026 general elections, potentially rivaling incumbent Chairperson Kakwerere.
