‘Slapping cop’ Nsiima granted Shs 1m bail

Assistant Superintendent of Police (ASP) Clive Nsiima Barigye, who is accused of assaulting a female Shell Shop attendant, has been granted a Shs 1 million cash bail by the Kampala City Hall court.
Nsiima has been on remand in Luzira prison since Monday. The court found his three sureties substantial and granted bail on grounds of the constitutional presumption of innocence.
His sureties include Daniel Mushabe Katanyomba, an employee of the Internal Security Organization (ISO); Mark Igumira, his brother; and Cynthia Nkwanzi, a resident of Nakawa Division’s 1-8 LC Village. Each surety signed a non-cash bond of Shs 5 million, committing to ensure that Nsiima does not abscond from trial.
The magistrate dismissed the prosecution’s objection to bail, noting that there was no evidence of public hostility toward Nsiima, as had been claimed by state attorney Mercy Yamangusho.
Nsiima, who serves under the Counter Terrorism Directorate in the Oil and Gas Protection Unit, was arrested after a widely circulated CCTV video showed him slapping a female supermarket attendant at the Shell Shop in Kyanja.
The confrontation allegedly followed a dispute over a Shs 30,000 unpaid bill for items he had purchased. The case has been adjourned to November 6, 2025, when the trial is expected to commence.
