KAMPALA -UGANDA: The Deputy Speaker of the Parliament of Uganda, Rt. Hon. Thomas Tayebwa has encouraged the Residents District/City Commissioners (RDCs/RCCs) to work with the local and National leaders in resolving the national and local issues that have a bearing on the local constituencies.

Thomas Tayebwa said this while addressing the the newly appointed Assistant RDCs/RCCs who are attending a 2-week induction course in their roles and functions at the National Leadership Training Institute – NALI, Kyankwanzi.

Delivering his address virtually, the Deputy Speaker said that the RDCs have a key role to play in monitoring, communicating, and mobilizing the population to participate in government programs, while the politicians (alongside the technical teams) are key in planning and evenly distributing public resources so that the communities can address their priority needs.

“You must be able to work with the local and national leaders through constant consultations, sharing monitoring and accountability findings, ahead of resolving together on national and local issues that have a bearing on the local constituencies. All these should be your areas of special interests you embark on the journey to serve the people,” said Hon. Thomas Tayebwa.

The D/Speaker, Hon. Thomas Tayebwa said that it’s important for the RDCs and their Assistants to appreciate the demarcation of roles and functions that the National Constitution and the Local Government Act (as amended) stipulate for RDCs and the political leaders. 

He added that the roles were deliberately determined to deepen decentralization and provide an entry point for the central government to support, guide, and exact accountability in local governments through the office of the RDC.

Hon. Thomas Tayebwa further advised the Assistant RDCs/RCCs to conduct themselves well while performing their duties as for their behaviors will paint a good image to the government and the country’s Democratic Credentials.
